Background
This Programme, which is now closed, was implemented from September 2000 to June 2002. During the year 2000-2001 the country (Kenya) experienced an acute rainfall deficit of near historical proportions. A general rainfall deficit over these years culminated in the virtual failure of the subsequent year's long rains in most areas. This in turn resulted in late or no planting of the country's staple food crops in the traditional high productive areas. Further effects of the rapidly worsening situation were felt through unprecedented power and water rationing schedules across the country and also loss of life in the nomadic pastoralists areas due to competition for water and scarce grazing pasture.
In recognition of this serious situation, an "Emergency Drought Programme" (EDP) was formulated and implemented. 18 projects covering drought related mitigation and recovery activities were supported with a total funding of KShs 210 million. Of these 6 were implemented with additional funding from CORDAID in partnership with CDTF
Objective
To support emergency drought mitigation and recovery programmes in areas where such interventions were to have the greatest impact.
Methodology
The interventions were implemented through agreements with NGOs, church organizations and multi and bi-lateral aid organizations who were already operational in the affected areas.
Mitigation received priority but recovery proposals were also considered in order to Support a speedy recovery process.
The programme supported a series of drought related mitigation and recovery activities that included the following thematic areas:
- Re-stocking of herds
- Livestock de-stocking
- Livestock vaccination
- Provision of seeds
- Construction of water supply facilities
