|
Yes, either EIA or audit is required, depending on the scope and activities of the project. This can be included as part of the project support to Applicants during Full Proposal development

|
These are eligible for funding only where they are part of a public primary school

How will schools with no registration certificate apply?
|
The schools can apply using evidence from the Ministry of Education that they are public schools. However, it is important that such schools initiate the registration process

Applicant is registered, but project is not registered due to certain policies but letters from government are available, will it qualify?
|
Letters from the government will suffice for applications from community-based institutions such as public secondary and primary schools as well as dispensaries and health centres. Letter should clearly indicate commitment of the government to register the facility as a public institution (if not already registered), as well as provision of recurrent support. For schools, this support includes teachers and free primary school funding, while for health facilities the support would include staffing and drug kit supply.

School are not registered under CBO. What certificates will they need to attach during the concept note application submission?
|
Schools do not require registering as CBOs. However, the SMC or BOG or PTA can apply on behalf of the community, but should be able to show that the applying school is a registered public school, or obtain letter from the Ministry of Education confirming its status as a public school.

Will a health centre or a dispensary need a certificate of registration?
|
Existing Dispensaries and Health Centres do not require registering as CBOs. However, the Health Management Committee can apply on behalf of the community, but should be able to show that the facility is a registered health facility, or obtain letter from the Ministry of Health confirming its status as a public institution and commitment to support the recurrent needs of the facility such as staffing and drugs supply. If new, the commitment letter should also include commitment to register the institutions once prerequisite conditions are met.

We are a group of 35 women and want to build the house so that we can run our business. Will it be possible?
|
No, such private ventures are not eligible for CDI support.

Does CDI fund youth or women group to erect their group structure like an office?
|
No, CDI does not fund facilities that are not public

We have local NGOs/foundations supported by the community do they qualify for application?
|
NGOs’ are not eligible as Applicants under this Call for Proposals. Applicants must be CBOs, including Self Help groups and public school and health institutions. NGO’s are only eligible as Partners
However, note that other legal public registrations such as WUAs and WRUAs; School PTAs, and SMCs; or Health Centre Management Committees etc, can also apply.

Are international air tickets an eligible cost, in case an externally based NGO is invited by a CBO as a partner?
|
Air tickets for externally based NGO’s acting as partners will not be accepted as eligible costs

Does CDI fund projects that share title deeds e.g. primary/secondary schools?
|
This may be considered if the title is set aside for public institutions. The institutions should commence the process of splitting the title to be held under each since they are exclusive.

If leaders interfere with a project and make it collapse, can we take them to court?
|
Yes, the community can pursue necessary avenues to secure and protect their development investments

What are the penalties for those who misuse the funds?
|
Misuse of funds is unacceptable. Any misused funds should be refunded back in full and all necessary means will be used to ensure this.

In case a project has started and already put more than 10% of total project cost into the implementation of the project, will the project be required to make any more contribution?
|
Any investment or contribution made prior to engagement with CDI will not be considered as part of the community contribution.

At what stage will you wait to certify the 10% has been raised taking into account for a new project it will take some time to mobilize the 10%?
|
10% of the community contribution before CDI releases the first 50%.

Explain the issue of a project which has been assisted by more than two donors – the third is the community. How do you assess the 10% from this case?

Applicant involvement and participation in the project is key. Apart from involvement in the planning design and management of the project, Applicants must contribute a share of the resources required for implementing the project, which should be between 10% and 50% of the total budget. This contribution may be in form of cash and/or kind (materials and/or labour).

On 10% community contribution, in case there is vacant community land can it be utilized for a project?
|
Land will not be considered as part of the matching community contribution.

Can other donors come in and help the community in the contribution of 10% of the proposed project?
|
Yes, but this does not absolve the community from any communication or their role in managing and presiding over project implementation

If we fail the test do you refund the 10%?
|

The specific call for Proposals targets CBOs and specifically those that seek support to implement projects with benefits accruing to the wider community. Individuals are not eligible as applicants.

This is possible where the community needs cut across the various sectors. These must clearly show a complimentary relationship.

|
Budget levels for Lot 1 projects is between Ksh.2,000,000 – 7,500,000 (inclusive of community contribution) and Lot 2 projects is between Ksh.7,500,000 – 31,500,000 (inclusive of community contribution)

Can single/one sector project qualify for funding under lot 2 on basis of the amount of funding? E.g. a single project, which may cost more than 7.5 million such as a rural electrification project?

Yes. However the electrification project per se may not be the best example. A better illustration is a large water project that covers a large geographical area, say two locations. Such a project could be considered under Lot 2.

|
Statutory overhead costs to the Applicant are not permitted. These include recurrent costs such as rent of premises, salaries or allowances for officials, taxes etc. If specific extra capacity is required such as additional staffing support or technical services, that are specific and associated only to the proposed project, this may be funded as direct project costs, not overheads.

How will salaries of existing employees who are working on the project be met?
|
Salary top-up for existing staff are considered ineligible. However, where the project will require engaging the services of employed personnel, the salaries should be indicated in the budget for full project proposal, for such duration of engagement.

|
Where an Applicant will require the services of a consultant in preparation of the Full Project Proposal, then CDI will meet such costs.

It depends on the reason for collapse. The Guidelines for grant applicants specify that stalled projects due to shortage of funds, and meet the eligibility criteria can apply under this Call for proposals.

The answer is No as the CDI Programme does not support income generating activities.

What does it mean by taxes, including VAT, unless the beneficiary or partner can show it cannot reclaim them?
|
It means that CBOs and their partners cannot use CDI funds to settle any taxes owed to the exchequer and that EDF rules do not allow for grants, such as accessed by communities through CDI, to be used to pay VAT.

What you descibe are just components of the same project and, as such, are descibed as targets to be funded under the overall proposal. Remember, only one proposal per CBO is acceptable

Projects supported under CDI must target community services with common benefits to the community, and not target specific individuals directly. For example, if the community seeks to construct and equips a health dispensary, all community members seeking basic health services will be able to access and benefit commonly from the service. Similarly, implementing a piped water scheme, which serves the community through communal water points, or a assisting a local public primary through construction of permanent classrooms and sanitation facilities, both provide services that are commonly accessible to any member within the community. Projects supported under CDI should be based on this common community service focused approach.

Is this acceptable?

The activities proposed are not clear. However, please note that proposed activities should be for public managed or owned community services, not income generating activities for members of a specific group. Read the examples in the guidelines for clear information on this.

We are a financial and investment advisory services firm handling some real estate investment in Kiambu road next paradise lost. To improve accessibility of the area the communities around there are desirous of making the road that goes to paradise lost from Kiambu road together with street lighting. Some other family members have paved a road that will go through Runda. This road needs to be tarmacked and some street lights put up. My understanding is that for CDI to provide grants, a CBO have to be registered. My question is what happens to the CBO after the road network is done. Do they hand over the road to Kiambu municipality and dissolve the CBO?

Only priority projects with objectives that strongly demonstrate poverty reduction outcomes and affecting vulnerable communities in Kenya will be considered. Such projects must fall within the sectors stated in the Guidelines for Grant Applicants, and will need to demonstrate exist strategies discussed with relevant sector agencies. In the case of roads, the local government institutions may suffice.

|
The definition of CBO’s in this case includes groups existing at the community level, and may include self-help groups and public institutions such as public secondary and primary schools as well as dispensaries and health centres.

Our organization has been approached by three schools to be a partner. Two of the schools in neighbouring districts want to propose almost identical projects, both of which are community-felt needs. During the briefing meeting, CDI facilitators made it clear that this may be ground for disqualification. If they provide rationale for their choice, would this be acceptable?

It is not uncommon for schools to share identical needs. For example, a typical example of needs commonly expressed by many schools may be construction of classrooms.
