Institutional Framework and Structure
CDTF was originally established through a Financing Agreement No. 5663/KE between the GoK and the EC, and gazetted under Legal Notice No.303, dated 26th March 1996, with the mandate to oversee transfer of funds provided from the European Development Fund, for community development in Kenya and the EC as the only source of funds. The legal notice was been repealed by legal notice No.172, dated 20th September 2007, allowing CDTF to receive funding from sources other than the European Commission.
The day-to-day activities of CDTF are implemented efficiently by a relatively small Programme Management Unit (PMU) of professional and support staff , who are responsible for a remarkably large number of projects spread across the whole country.
All activities of CDTF are overseen by a Board of Trustees (BoT) with a membership drawn from Government Ministries, NGOs and the donors as follows:

- Permanent Secretary, Treasury - National Authorising Officer (NAO)
- Permanent Secretary, Ministry of Local Government
- Permanent Secretary for Special Programmes, Office of the President
- Permanent Secretary for Environment and Natural Resources
- Director, Kenya Wildlife Service
- Chief Executive, NGO Council
- Chairman, Kenya One World Link
- Country Director, Action Aid Kenya
- CDTF Programme Co-ordinator
The BoT is the policy formulation body and the final authority for approving projects to be funded.
CDTF has its headquarters in Nairobi and also has four Regional offices. One Regional office is housed at the headquarters, while the other three are located in Eldoret, Mombasa and Meru towns.
